Is there a way to do this offline?

You could do what I've done and that is play the games online in play with friends and keep track of your records offline.

I've ran a league that way and it works great.

Does that work with Fantasy Draft as well?

No you have to use regular rosters and make sure everyone knows to play on the same game settings. We always used HOF, simulation sliders and 12 minute quarters and then you'll need to designate someone the commish to keep track of everything.
