They could take measures to incentivize using lesser fighters, such as matchmaking based on a fighter's OVR. I expect that the UT mode will somehow make you use some non-stars at least some of the time.

No, sorry, I meant he's listed twice on the list(middle of list then again at the end)

EDIT: Or maybe that's intended with him possibly being one of the duplicates

I'd guess CM Punk would be first pack of DLC with Super Sage since he hasn't debuted yet? Unless he's that big of a selling point.
