Why two different times for Dev trait upgrades?

Why do development traits change right before the Super Bowl AND at the start of the new season? Our league members get upset when their players get a dev trait upgrade after the pro bowl before the Super Bowl but then lose it when starting the next season.

The superbowl week is for dev upgrades only based on regular season statistical achievement / games played for 30/32 teams. New higher dev players add on to current higher devs that don't have great statistics.

Advance to off season initiates the regression system for attributes and for devs, which accounts for the dev caps in your settings (increase these for less regression) and for age and statistical brackets. This can also be turned off in settings.

And see, I like this formula because it feels like the players are getting hyped and kicking into that new gear (if they are the ones that should) for the post-season - and then it feels like the right simulation of certain players hitting the offseason slump that truly gets some guys. This kind of thing gives the game some of the parity that we desire.

"If" there's a possible or potential negative (and I say "if" because we honestly don't really know), it will be if this same formula leads to CPU draft logic making more of the "bad" choices compared to "good" ones. I've been paying attention to this the past three years. If I ever feel like I've nailed it down, I'll definitely post the findings.
