If all you want is a roster file so you can use them in "play now" mode, you can create/edit players.
But you won't get hardly any rookies created because there are roster and free agency limits. If you look around this forum you'll see threads where people are trying the same thing and they run in to the problem with limitations. And it would also be best to have the latest EA roster update that you download by logging in online with your console.
If you want more rookies and not have the free agency limitations problem and/or the hassle of creating players, you'd have to make your own franchise save where you control all 32 teams and make all necessary roster moves and draft picks. To do that, you'd need the NCAA 09 football game to upload draft classes. To do this and get everything accurate takes a good week or two of sitting in front of the TV making changes and trying/re-doing things over again to get it the best it can possibly be, and even then it's never going to be perfect because of the importing draft classes problem where the rookies ratings will be different every time.
Or you can find somebody who has done all the work already and get them to send you the file. I have yet to see anybody that offers all the work they put in to this for free. I know there are people out there who do it for the PS3. I do it for the 360.
And when you consider how much time and effort you'd have to put in to it, the price is actually very small.
But hey, if you've got time on your hands and like working on that stuff, go at it.
