you can not file share rosters over the internet like in previous versions?

I've looked through countless threads and can't find an answer, but that's what it looks like?

ps3 you cant , 360 i believe you gotta use the transfer kit

For the 360, if you know the gamertag of the roster creator, you can search for it by that and download it without the transfer kit. I believe it's in the xbox live tab, but I'm not right in front of my set to be absolute....

isn't that what the ea locker is for? to share roster files?
