I know that xbox and ps2 shutdown the servers at the beginning of this year. But I was wondering if someone could create a server? Is that even possible to do?

It would have to be a system link game, which it is not.

It seems bit difficult an techie too i would recommend you to contact some technical guy but do not forget to do your google search homework before..

XBConnect (and the like) only work with system link games. It's how they pull it off.
