I notice that 2 different sets of tactics appear if you press up or down on the d -pad. Down brings up my custom tactics and the ones I pick in "Team Management", and pressing up brings up different ones. Do the ones that appear when pressing up last for the duration of the game?

For that matter, do any quick tactics last the whole game or just for a few minutes?

Yes; they last for the duration of the game or until you change them.
