To re-rate him, add a knuckler, fudge the speed until he throws it at 80 mph, and then give him mid-60s control and mid-70s movement.
I'm not sure about his peripherals, but I'd imagine that they need to be increased, as well; he seems to be pitching far better this season than he has in the past.
