Is it possible to relocate a team, then immediately relocate them again? Just to take the uniform from one city, to another city?

from what ive seen you can only relocate once

You can relocate twice, however, you need to stay in the first relocated cit for one full year. Also, make sure that League Rules have Relocation set to EVERYONE otherwise first relocated stadium will be to highly rated to move a second time. I did this to get a Desperados team in Las Vegas.
