Green progress bar?

Does anybody know what the green progress bar under a player's total XP means? It's under "spend team XP" in franchise mode. I have a player who is maxed out on the bar but I see no difference in xp earned or anything else

Perhaps they relate to season goals.

I upgraded Warner's man coverage and that did boost his OVR to 84, but the bar remains filled.

I checked his goals and he only reached level 2 of his season deflections goal. Meanwhile, Wentz hit all his season goals. I'm stumped on what it could be for.

Warner's bar may be glitched, because all the other players bars drop once XP is spent. So is there a cap for how much XP a player can have without spending? I still don't see a reason for it

After using more of Warner's XP, his bar did drop like all the others. So it would appear that the bar has to do with some sort of XP cap, with every player having a different cap number (Warner's is obviously very low). However, Warner still was collecting XP even after it appeared that his bar was fully filled. Maybe it's just a visual representation of how much XP you Have, but that still doesn't explain the varying XP caps for the green progress bars. Maybe it doesn't matter and I'm wasting time trying to decipher it.

I always thought it was a reference to the XP needed for a developmental upgrade.
