Raiders pre-set to build a new stadium/move in cloud franchise?

So, I recently started a cloud franchise in owner mode with the Raiders, looking to continue to rebuild in Vegas. However, when starting the mode at the current week, they seem to have been pre-set to have a stadium rebuild in progress. I'm not sure whether it's a pre-set move to Vegas or just a stadium rebuild in Oakland, and since I can't exactly set a save point and restore (to my knowledge), I can't sim ahead and find out. Anyone else noticed this issue or have any clarification regarding this?

Was set to normal.

Just went and tested a bit: the preset rebuild is just a new stadium in Oakland that is moved into at the beginning of the 2020-2021 season. Further, it exists for all offseason weeks you start at. However, going back and starting at Week 17 doesn't present the same issue. So it looks like I'll be restarting and doing that.
