Development Rating Question

I just starte scouting in my 4th season and development rating changed from 0-3 to "avg" "fast" and "star" I have two questions

1) which one is faster. "Fast" or "Star"
2) Does it get higher then "fast" or "star"

I hope to sneak in a question in this thread without derailing it. I really can't seem to find the Development trait anywhere, except when in the progression player screen, and having the option to upgrade the skill from normal to quick (for example). Is that really the only way you can see the current level of the trait, or is there some other place I have missed?

I have spend some time looking. I would say everywhere, in fact!

I created a thread to ask that question early on - it appears there is no other option for viewing the dev trait.
