Your going to have to wait for windows 8 to be backwards compatible with window 7. Nothing I can do, I wont get window 8 until the beta testing is done on it and they have released like 10 fixes.

Ok, I'm admin in my Windows 7 Computer, Latest .NET Framework (4.5), have WinRAR, exacted the file, open the file, process comes 1 second and then goes away.

Maybe, your virus protector gobbled up a necessary file. I am not sure can u send the complete error message.

Does the rar file have only the Resigner cause that was all that was in there... No error messages, just clicked on the EXE, nothing happens.

Yes only the resigner. 1) Turn off your virus protector. 2) remove exe from .rar. 3)use exe
